Creates a CultureInfo that represents the specific culture that is associated with the specified name.

I18n Issues

The key here is to ensure that CreateSpecificCulture is correctly creating a CultureInfo according to the culture of the current user. The name passed in cannot be hardcoded or set to a default value that might not be correct for all users.

Once the CultureInfo is created, it needs to be set for the current thread.
