Returns the number of elements in the argz vector argz and argz_len.

I18n Issues

There is no ANSI wide character version of this function. The parameters will have to be converted to multibyte UTF-8 characters and then the argz_count function can be used.

ANSI UTF-8	`argz_count`
ANSI UTF-16	convert and use `argz_count`
